A major rift has erupted between two city councillors and a community board deputy chairman. City councillors Ali Jones and Pauline Cotter have slammed Shirley-Papanui Community Board deputy chairman Aaron Keown over his stance on two separate issues, cycleways and sex workers. Last week, Mr Keown, a former city councillor who failed in his re-election bid, criticised the slow progress of cycleways in an opinion piece for the Nor’West News. He also said publicly last week the city council needed to have a bylaw requiring

sex workers to be licensed to help clean up the industry. Cr Jones said Mr Keown had made a “pig’s ear of it� in a public forum. “Why on earth does he not ask questions of the experts first or us, I can only guess that it is grandstanding,� she told the Nor’West News. “You can’t put anything into a bylaw that contradicts the legislation of street prostitution,� she said. After the February 2011 earthquakes sex workers were pushed down to the residential parts of St Albans, due to inner city road closures.

Though restrictions had been put in place, sex workers still lacked toilet facilities - something the city council had tried to address. Cr Jones said solutions were “taking time� due to the complex nature of the issue. Cr Cotter took issue with Mr Keown’s stance on cycleways saying they were “on-time� and “on-budget�. In a letter to the Nor’West News she wrote that the two cycle sections had been opened with another on the cards for next year. Mr Keown said he was merely making

suggestions and used the words “couldâ€? and “shouldâ€?. He said an email sent to all community board members from Cr Jones on Thursday had a “bullying toneâ€? to it. In the letter she wrote: “Well I thought we were a team . . . I have had enough of this uninformed grandstanding from Aaronâ€?. She wrote that she was getting city council staff advice on the issues before making public statements. “Something I wish Aaron, you would do before putting your position in stories like this,â€? she wrote. Board chairman Mike Davidson said it was a shame to see “in-fightingâ€? in the community board. He said there had been “a bitâ€? of infighting at the start of the term but it had subsided. “We have to remember that this is Aaron’s personal view, he was not representing the board and has the right to his opinion,â€? he said. “It [city council] is doing some good work in the area with prostitutes, it may be slow but work is being done,â€? he said. “With a year to go [until elections] we don’t want this discussion happening every week,â€? he said. • Cr Pauline Cotter’s letter, p4

Help needed to find post shop new home ANDREW KING

New Zealand Post is appealing to the community to help find a suitable business to relocate its Fendalton postal and banking services (right). The Nor’West News reported earlier this month the Fendalton PostShop, on Memorial Ave, would close its doors on November 27 when its lease expires. A NZ Post spokeswoman said it needed the community’s help to find a new place to house services – or else it would have to leave the area permanently. “At this stage all we can say is that we are still looking for a suitable place to relocate to,” she said. “We are appealing to the public to let us

know if there is a suitable place they know of.” But Otara Hamilton Resident Association chairman Doug Archbold said NZ Post should make more of an effort to find

MAN IN 90s COLLAPSES A man was taken to Christchurch Hospital’s emergency department in a serious condition after collapsing on the corner of Bealy Ave and Colombo St. St John sent an ambulance and a rapid response vehicle to the scene around 11.19am last Monday to assist him. What should a school be known for? Jeff Smith – Papanui High School principal As the senior students embark on the National Certificate of Educational Achievement external examination period, it is a timely reminder to think about what one of the key purposes of education is. I have often been asked the question – “What is the school known for, or what is it best at?” It won’t be that we are great at mathematics, or that we use such things as ‘The Cambridge Exams’ to show our academic prowess. It is likely to follow the pattern of ‘We are here to provide the best possible learning for your child.’ As a state co-educational school, here to serve the needs of our community, we can’t be known for one thing, we must in fact be known for all things, demonstrating a philosophical understanding of the necessity to meet the diverse needs of all our students. Our role as a school is to provide each learner with the best

SOAP BOX possible preparation, through prior learning and including qualifications, to support their successful transition from high school into further study or the work force. To do this, we must understand their interests, passions, talents, and ultimately their career aspirations and we must look at how we can provide for it. The key here is each individual, their learning, and ultimately their pathway. That being the case then surely all learning pathways must be equally resourced, equally accessible and equally valued. Education is for all, to do all – all pathways require skills, and learning is about developing a skillset. This is where NCEA has provided a multi-dimensional platform where qualifications can traverse sectors and pro-

vide continuity and consistency for the learner. It allows schools and institutions to be innovative and authentic. It does not seek to preordain failure like the previous qualification framework of School Certificate and University Entrance did, nor does it progressively eliminate learners and create an exclusive elitist environment with the only notable pathway being to university. NCEA provides opportunity, not to narrow down the view of achievement, but to broaden it. However, this is not explicitly about NCEA; it’s about creating a learning environment which allows our young people to see value in what they choose as a career pathway or skillset. When we consider that a community is built by the needs and for the needs of all who are a part of it. It becomes obviously apparent that schools must provide appropriate learning for all students and that this needs to be implemented in such a way that it will enable them to be highly engaged and effective learners.

the 13 major cycleways? These cycleways are designed to be safe for children and for the nervous cyclist, hence they will be separated from cars, buses and trucks wherever possible, with the aim that many more people will choose to cycle in Christchurch. To this end, much time has been invested in getting the design and the routes right, not without significant challenges. These cycleways will be a far cry from simply paint on the road, and this is important for us all to appreciate. To date, two route sections have been opened, with another planned to open next year. The plans for three more routes are under consultation with completion dates for these 2017. There is no ‘duping ’ of the ratepayer as has been attested. On the contrary, we are fortunate that because council has been proactive in getting this work happening, we are able to attract 30 per cent funding from National Land Transport and 30 per cent funding from the Urban Cycleways Fund, thus actually saving ratepayers millions of dollars. By the way, council is delivering this programme according to the timeline and within budget, and there is plenty of action. All we have to do is get on our bicycles.

Chris Watkins, St Albans: Does councillor Ali Jones have so much spare time on her hands that she can launch a campaign against our local dairy? There are many eyesores in Christchurch – and some of them are even newly built! Driving past frequently, I have never found the Cranford St dairy a “danger to motorists” – I’m uncertain how it qualifies for that description. There are many buildings and homes around our post-quake city that are still sitting unattended after four and a half years, so I am left wondering why this one has been targeted and gained the specific attention of a city councillor? Papanui ‘character area’ could be split New community board suburbs

Areas of historical significance in Papanui could be torn in two if a shake up of city council boundaries goes ahead. The Papanui “character area”, around St James Ave, could be split between two wards if the city council’s proposed ward changes go ahead, submissions have revealed. Submissions were released last week on the proposed city council ward boundary changes.

Hearings begin tomorrow. Papanui Heritage Group chairman Dr Murray Williams said Papanui should remain “unified” in one community board. “We are concerned at the fact that part of historic Papanui will be controlled by another community board,” he said. “There are certain buildings and parks in Papanui that should stay unified under the same community board.” It is proposed that there be two new community board areas:

Papanui-Marshlands-Central Community Board: Casebrook, Mairehau, Northcote, Papanui, Redwood South, Rutland, Shirley East, Shirley West, Belfast, Belfast South, Highfield Park, Mairehau North, Prestons, Redwood North, Styx, Styx Mill, Travis Wetland, Avon Loop, Cathedral Square, Edgeware, Hagley Park, Richmond North, Richmond South, St Albans East and St Albans West.

Fendalton-Harewood-Mcleans Community Board: Bryndwr, Deans Bush, Fendalton, Holmwood, Ilam, Merivale, Monavale, Strowan, Westburn, Aorangi, Bishopdale, Burnside, Harewood, Jellie Park, Papanui, Russley, Wairarapa, Avonhead, Avonhead West, Bishopdale North, Hawthornden, Mcleans Island, Merrin, Sawyers Arms and Yaldhurst.

ty Board chairwoman Val Carter (right) said the Papanui RSA should not be in its ward. “I can’t understand why they have given us the Papanui RSA, it has always been the Papanui community’s base,” she said. Dr Williams said that a simple boundary change extending the ward to Condell Ave would be all that was needed to keep Papanui together. “Extending it out to Condell Ave and pulling it in around St Albans would keep the numbers similar to other wards and fix the Papanui problem,” he said. Mrs Carter was also concerned with changing the names of the boards. “I am not in favour of chang-

ing the names,” she said. “It takes a long time to adjust to them, if you keep changing the names it is to confusing.” Shirley-Papanui Community Board chairman Mike Davidson said that having Papanui in the board title would lead you to believe that the suburb should be its. “If you’re going to call our ward Papanui-MarshlandsCentral you cannot remove the Papanui character area from the ward, it does not make sense,” he said. The Local Electoral Act 2001 requires local bodies to review their local authority representation arrangements at least once every six years. The city council last reviewed its arrangements in 2009 and is now reviewing them for the 2016 elections. The initial proposal is to have 16 wards and 16 councillors, one elected from each ward, with seven community boards and one mayor elected at large. Path to pursuing art career School will soon be out for the summer and for some it will be the end of their schooling days. Alice Cheersmith speaks to Andrew King about discovering her artistic talent, making it a career and her time as a Korfball player What is it like at Papanui High? I have really, really enjoyed my time at Papanui. It has honestly been amazing, I have a great group of friends, and the teachers are fantastic. I’m going to be very sad to leave. I’m just sort of pretending that it’s not nearly the end of school for me. I’m going to live in denial. You have some artistic talent I hear, when did you discover that? I’ve always loved art, ever since I was a young child I was always drawing little pictures. I guess when I actually took art as a subject at intermediate I realised it was something I was also pretty good at. But it’s never seemed like school work to me, it’s always been more of a hobby, which makes it really nice to do the homework, especially because there is a really big work load in year 13.

How did you start to develop it? When I started at high school and art was a serious subject. I had a lot of help and tutoring from my teachers, and just kind of went from there. Since then, I’ve been improving the more I paint, I get better every time I do something new. Do you have a favourite piece? I do like most of my work, but if I had to pick a favourite it would probably be the one of Rhett and Scarlett covered by slashes of paint. To the left is the back of me walking away, and surrounded by sort of a web of blues and blacks and yellows. What inspired you to make it? Well, obviously my theme this year for my portfolio is Gone With the Wind. I was inherently fascinated by the book when I read it at the start of the year.

About half way through the year, I started introducing images of myself into my work. I wanted my paintings to become a representation of the relationship between a reader and the characters in a book. Stories of-

ten have an immense hold over us, and I wanted to explore that idea in my paintings using Rhett and Scarlett, because they had held such power over me. What medium is it? It’s painted entirely in

acrylic paint. You’re also a Korfball player. Tell me a bit about that. I’ve played it for most of my life because my dad is very involved with it and he taught me how to throw and catch and shoot a ball basically from when I started to walk! Do you still play it? I haven’t very recently because it’s sort of been the end of the season, but I will be playing it again as we start training again for the next big tournament that we’re working for. Did you make the national team? I was a part of the New Zealand senior team that travelled to Hong Kong last year for the Asia Oceania championships in August. And then in April this year I was one of the captains of the New Zealand under-19 team which travelled to Holland for the under-19 world championships. Were your parents arty? What do they do? No. My dad works in public relations, and my mum is a professor of law at Canterbury University.

BURNSIDE BOWLING CLUB Burnside Bowling Club is a two-time winner of the New Zealand Club of the Year. The club is always looking for new. Coaching is available on Monday afternoons at 5pm. Over the past eight years Burnside has hosted the 2007 Asia Pacific Championships and 2008 World Bowls along with constant and regular Trans-Tasman and national events. The season of 2015/16 is filled with international competition with the first major event being the Asia Pacific Championships which will be held from November 24 to December 6. New direction for popular music store The long-established Christchurch music store, Begg’s Music, is heading in an exciting new direction. As from the end of October, the store will be doing business from its new premises in Sydenham – operating as an outlet store. “The main reason for the move is that we need more space,” says Grant Bargrove, who has owned and run the popular music store for almost 30 years. One of the city’s oldest and most respected businesses, Begg’s dates back to the 1800s and since then has been providing instruments and other musical requirements for generations of keen musicians. The store moved into South City four years ago, after the earthquakes severely damaged the Colombo Street building it had occupied for the previous 25 years. The move to the new, larger premises this month allowing the change to the outlet concept, will mean much cheaper prices for customers, says Grant. Almost all the stock will be directly imported by Begg’s Music and displayed in an industrial environment, which will see examples of the various instruments on display and the bulk of the stock boxed up ready for customers to pick up and take home. With the larger premises providing more storage space, Begg’s Music will be getting back into pianos, says Grant. “We will be bringing them in directly by the container load. The interest in pianos has reignited, and we will have the space to showcase them, plus the building will be temperature controlled for the pianos.” Begg’s Music is also a supplier of Fender guitars, and will have an extensive range at the new outlet store, which also includes a fully equipped workshop. And with recording and live sound a growth area of the music industry, amplifiers are another key product for Begg’s Music, Grant says.

“We also hope to have live music on the premises from time to time.” Begg’s Music is very much a family concern, with Grant’s wife Cynthia responsible for the accounts and administration, and their three children, aged 12 to 19, and Grant’s parents all involved. Cynthia’s property management business also has its office in the new location. Begg’s Music Outlet Store is located at 53 Brisbane Street, on the corner of Brisbane and Wordsworth streets, with plenty of off-street parking. The South City store will close on October 18 and the new outlet store will open on October 31, and will operate from Tuesday to Saturday.

High winds and a spot of rain did not stop children and families from attending Cotswold School’s Market Day. The pupils came up with ideas for the day and produced some of the top-selling items such as fudge, pine cone bird feeders and crafts. Other market day attractions included an army tank, bouncy castles and a chocolate wheel. The variety of stalls were run by the pupils and teachers as well as some other vendors. Room 22 decided to make their own mini golf course. In teams, they worked together to

come up with ideas for each hole. Riley Tukaki, 9, said that finding the obstacles for the golf course was quite hard. Lily Burns, 9, said trying to stick everything on the mini golf course was hard because they kept falling off.

“Mr Fraser had to screw the obstacles on for us.” At lunchtime the kapa haka group and Jump Jam team performed on the main stage. There was also a ‘Dunk the Teacher’ stall. Principal Stephen Harrison wanted to thank the parents and community for their support. “It was great to see children involved in developing and marketing their stalls,” he said. The day was organised by the Parents Association and member Heather Baker said: “We are all very proud of our students and the efforts they made.”

Just a week ago, just after I finished the last column, a young man in Aranui was heating oil on the kitchen stove when it overheated and caught on fire. As I’ve reported many times before, there are some recommended actions that can handle this situation. Covering the burning frying pan to exclude the air is the basis of these. It works. However, in this case the victim picked up the pan and ran for the back door. Now that is not a good idea. There was a mattress propped up in the laundry that he tripped on, splashing burning oil on to it. The mattress caught fire and the intrepid cook had a second issue to deal with. Buckets of water were utilised. The house was saved. But the victim was found to have burns to his hands and smoke inhalation symptoms. All of which could have been

avoided if he only had knowledge of the correct thing to do. Wind-caused incidents are prevalent at the moment with the nor’westers in regular full force. Last Sunday there were several instances of firefighters fixing flapping roof iron down and in Wildberry St, Woolston, the crew utilised chainsaws to remove a tree that had fallen onto a house. The winds are bound to continue for some weeks yet and the nature of the nor’wester is to suck moisture out of undergrowth. So the city will get drier and any fire will spread quickly. Please be careful.

ishopdale Shopping Centre, which officially opened in 1966, has recently celebrated its 50th birthday. The shopping precinct was originally developed by what was then the Ministry of Works, and it is based on a similar concept that had been developed slightly earlier in Porirua. The “pioneers” of the Bishopdale shopping community included the Bishopdale Pharmacy (originally the Chemist) and the shops on side, Bishopdale Butchery and a

Books and Toy shop. Woolworths opened shortly after on the site where the New World Supermarket stands today. This was followed by the Post Office, which to this day has an official opening date plaque displayed. As geographical area became populated and the paddocks surrounding the initial ‘street of shops’ were developed over the years, other businesses joined, including Millers, Canterbury Savings Bank, Russell’s Footwear, Mrs Popes, Hobby’s Menswear, Minsons, Para Rubber, New World, Self

Help Grocers, Regent Furnishers, Naismith’s TV and Electrical, Eric Wilson Jeweller, Westpac, McGregor’s Paint Shop, Bishopdale Sports, Bishopdale Law, Foate Optometrist, a wine shop, Ladies Lingerie, Dentist, Doctors, TAB, Fish Shop, Dairy, to name but a few. In the 1960s, a Farmers Department Store established itself at the shopping mall, but when it was closed, Dress for Less started to occupy the site, until Mitre 10 moved into the building. The Original Bishopdale Tavern occupied the site where the YMCA is today, and there were many community meetings held there. The area where the tavern is now was developed privately and expanded the establishment of Parkside Plaza. Early attractions that featured at the shopping centre include bonfire and fireworks displays for Guy Fawkes, Father Christmas Parades, Mannequin Parades and cooking displays to name a few.

Celebrating young sports stars About 50 students from secondary schools in the north-west of the city are up for regional sports awards. A Papanui fighter has finished her career with a win at Club Carnage 13. Cindy Thomsen, who won her last bout, trains out of the Proactive Martial Arts Papanui gym on Vauges Rd. Chris Naus, also from the Papanui gym, had a novice fight. Although he lost his fight, Proactive Martial Arts trainer Allister Sutherland said he fought really well. “He had hoped for a good fight and he had a fantastic one,” Mr Sutherland said. Mitchell Stephens won his modified Thai fight - this meant that fighters can use knees but not elbows. Mr Sutherland said it was a great night. “We have these fight nights twice a year and they are always sold out,” he said. “It was only novice and amateur fights this time with no title fights as those guys don’t want to risk being hurt before going to Spain in a couple of weeks,” he said. “But in saying that it was still a fantastic night with 18 fights, 10 of them being female fights this time.” The event was held at the Templeton Community Centre on October 17 to a sold-out crowd.

New Zealand Servicemen and Women first served overseas in the Boer War in South Africa around 1900 and the Military Medals awarded for this service are needed by the buyers, as are any other Medals from early New Zealand and the New Zealand Wars. 2015 Silver Scroll finalist Mel Parsons plays the Isaac Theatre Royal next month as part of a nationwide theatre tour to promote her new release, 'Drylands'. Born on the west coast and currently based in Canterbury, the indie-folk songstress is a two-time NZ Music Award (VNZMA) finalist for Folk Album of the Year, and a current finalist for the coveted APRA Silver Scroll award. She is well traveled having performed tours and festivals in Australia, Germany, Canada, UK & Ireland, with more travel is planned for 2016. Described as lush and dark, 'Drylands' is Mel's 3rd album, and considered a sonic

side-step from her last two albums, 'Over My Shoulder' (2009) and 'Red Grey Blue' (2011).
